On June 30, the CPC SZSE Committee held a special meeting celebrating the 99th anniversary of the founding of the Communist Party of China (CPC). On the meeting the Party building work of SZSE in the past year was summed up and reviewed, the oath-taking ceremony of new Party members held, the advanced primary-level Party organizations and excellent Party members and Party workers commended, and Party members and officials across SZSE inspired to break new grounds. On the meeting, SZSE Party Secretary and President Wang Jianjun gave a Party lecture on implementing major decisions and plans of the Party Central Committee, strengthening Party building of SZSE on all sides, taking solid steps to promote the reform of the ChiNext Board and the pilot project of the registration-based IPO system and striving to build a world-leading innovation capital formation center and world-class securities exchange with an excellent style of work and a down-to-earth spirit to Party members of SZSE. Conscientiously implementing the requirements of regular pandemic prevention and control work, the meeting was held in the form of “main venue + videoconferencing in branch venues”. Over 400 Party member representatives in SZSE attended the meeting. 

It was agreed on the meeting that in the past year, the CPC SZSE Committee adhered to the guidance of the political development of the Party, firmly implemented the guiding principles of General Secretary Xi Jinping’s important instructions for the capital market and the decisions and plans of the Party Central Committee, conducted themed activities to remind party members to stay true to the Party’s founding mission, continued to strengthen Party building at SZSE, and unswervingly deepened full and rigorous self-discipline in the Party; the CPC SZSE Committee educated and guided Party members in strengthening the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership, staying confident in the path, theory, system, and culture of socialism with Chinese characteristics, and resolutely upholding General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and upholding the Party Central Committee’s authority and its centralized, unified leadership; the CPC SZSE Committee promoted deep integration of Party building with business, further enhanced the fighting capacity, cohesion and loyalty of primary-level Party organizations with a focus on improving organizational power, and spared no effort to break new ground in the business and Party development of SZSE. Party organizations and Party members at all levels at SZSE were brave to take on heavy responsibilities and rushed to the front to promote the reform of the ChiNext Board and pilot the registration-based IPO system, launch the SZSE ETF option business, serve the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the pilot demonstration area of socialism with Chinese characteristics and support poverty alleviation, demonstrating an excellent style of work and an enterprising spirit. In particular, in the prevention and control of the pandemic, they worked hard, shouldered responsibilities, responded to the market’s urgent needs and difficulties, actively took effective measures, and offered flexible, warm frontline supervision and market services, to secure the opening and steady operation of the market after the Spring Festival. They gave full play to the roles of primary-level Party organizations as the fortresses to fight the pandemic and of Party members as vanguards and models at the frontline of the fight against the pandemic. 

 It was pointed out on the meeting that at present, facing the new situation and new tasks in maintaining stable reform and development of the capital market, Party members and employees across SZSE should adapt to changes from the dimensions of ideology, capability and quality, working method and service awareness, conscientiously implement the requirements of being confident to take on responsibilities, making good use of resources, optimizing services, enhancing capabilities, striving for effectiveness and showing a good image, further strengthen service awareness, boost work efficiency, intensify duty performance, improve regulatory quality and efficiency, and increase market participants’ sense of gain from the reform of the ChiNext Board and the pilot project of the registration-based IPO system. First, strengthening education on the Party’s aim. SZSE should transform the outcome of the education on keeping in mind our Party’s founding mission into consciousness in thinking and action, include the education on the Party’s aim as a focus in Party member training, enhance the sense of responsibility of the exchange as a public institution, fully perform its duties, and do all it can to serve the Party, the country and the people wholeheartedly. Second, promoting systematic, standardized, procedural and electronic transformation of regulatory work. SZSE should improve regulatory transparency on all sides by advancing systematic, standardized, procedural and electronic transformation of regulatory work, making regulatory rules, standards, progress and results public and increasing the quality and efficiency of regulation and services, thus building a transparent exchange. Third, implementing the requirements of “openness, transparency, integrity and strictness”. SZSE should, with an open mind, actively listen to market appeals, follow the market-oriented, rule-of-law-based direction, facilitate formation of better institutional rules and more standard market operation, and obtain recognition and support from market participants. SZSE should, with transparent standards, eliminate “pocket policy”, treat market entities fairly and improve credibility of regulation. SZSE should, with an honest style of work, enhance supervision and restriction of powers, strengthen the awareness of discipline and norms and hold firm the bottom-line of honesty and self-discipline. SZSE should, with strict requirements, exercise rigorous governance over the market and the exchange, adopt the “zero tolerance” policy toward violations of laws and regulations such as fraudulent issuance and disclosure of false information, maintain the order of the capital market and protect investors’ legal rights and interests. Fourth, holding high the banner of service. SZSE should firmly establish the concept of “market first, service as basis”, dynamically combine service optimizing with regulation strengthening, improve the quality of market cultivation services, facilitate innovation and transformation, and better serve national strategies and high-quality economic development. Fifth, inspiring performance of duties. SZSE should train Party members through major reform activities, strive to build a talent team with solid political qualities, an excellent style of work and business expertise, and create a good working environment that can give full rein to employees’ drive.

It is emphasized on the meeting that promoting the reform of the ChiNext Board and the pilot project of the registration-based IPO system was an important political task assigned by the Party Central Committee and a new starting point of SZSE’s another journey in reform and opening up. The whole exchange should continue the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, follow the arrangements and requirements of the CPC Committee of China Securities Regulatory Commission, enhance the senses of responsibility, mission and urgency, ensure steady implementation of the reform, put in place the major decisions and arrangements of the Party Central Committee, create quality reform projects, pay a tribute to the 30th anniversary of the establishment of the capital market and the 40th anniversary of the founding of Shenzhen Special Economic Zone with new responsibilities and new actions, and actively make contributions to achieve the Two Centenary Goals.
